After four years at California State Polytechnic Institute (Cal-Poly Pomona) Mr. Reed started his career in 1968 in the aerospace industry. A transition to the construction industry took place in the mid 1970’s. His General Engineering firm specialized in Public Works Construction on highways, airports and municipality work. Over twenty years in the Public Works construction sector lead the way for his appointment to the Redlands Municipal Utilities and Public Works Commission, where he served two four year terms.
In 1999 Mr. Reed was hired by the Center for Contract Compliance (CCC) for investigative work and agency public relations. In 2005 he was appointment to the position of executive Director for the Center for Contract Compliance. The (CCC) a non profit Labor-Management Committee has become a front runner in the enforcement of labor standards in Southern California. Mr. Reed defines the “Mission” of the (CCC) as “striving to improve labor-management relations, enhance economic development, and promote compliance with state and federal laws pertaining to public works construction projects”. The (CCC) provides pro bono services for workers, contractors and agencies that become part of the public works arena in Southern California.
As the author of the States first approved Third Party Labor Compliance Program, Mr. Reed established and runs the (CCC) sister corporation Labor Compliance Providers, Inc. who contracts with public schools and water agencies for Labor Compliance Services on their bond funded projects under Labor Codes §1771.7 and 1771.8.
